History

Kings Manor Municipal Utility District, a political subdivision of the State of Texas, was created by order of the Texas Natural Resource Conservation Commission (now the Texas Commission on Environmental Quality) on October 31, 1991. The District contains approximately 330 acres of land. The District is located approximately 28 miles north of the central business district of Houston, Texas. Approximately 96 acres of the land located within the District are located in the northeastern portion of Harris County, Texas, and approximately 234 acres are located in the southeastern portion of Montgomery County, Texas. The District is located entirely within the extraterritorial jurisdiction of the City of Houston, Texas. The District is located approximately 0.2 miles east of U.S. Highway 59, and approximately 3 miles north of FM 1960. The District is bounded on the south by the City of Houston. The District lies within the New Caney Independent School District.

As of June 1, 2019, the District contained a total of 1,146 single-family residences that have been constructed on the 1,146 single-family residential lots that have been developed within the District, all of which residences have been sold to home purchasers. In addition, the construction of the 320-unit Marquis at Kingwood Apartment complex has been completed on an approximate 22.04-acre tract located within the District. The development of the aggregate of 1,146 single-family residential lots has included the construction of underground water distribution, wastewater collection, and storm drainage facilities and street paving in the following residential subdivisions: Kings Manor, Sections 1 through 19, Kings Manor Patio Homes, Sections 1 through 3 and Park at Kings Manor, Sections 1 and 2. The New Caney Independent School District has constructed an elementary school on an approximately 9.2 acre tract of land located within the District. Rocking Horse Daycare has constructed an 11,541 square-foot building on approximately 1.51 acres located within the District.

The development described above that has been undertaken in the District has resulted in the completion of the development of all but approximately 15.76 acres of the developable land located within the District, including an annexation in 2010 of an approximately 12.23- acres tract. Such approximately 15.76 currently undeveloped acres are expected to be utilized for future commercial development. The balance of the land located within the District has been or is expected to be dedicated as easements for public purposes, is contained in street rights-of-way, certain reserves, District facilities sites, or is otherwise not available or expected to be available for development, including land that is located within the aforementioned platted areas of the Kings Manor, Kings Manor Patio Homes and Park at Kings Manor subdivisions.
